Which of the following are you asking:

1) "Who is responsible for the fact that a plant has closed?"

2) "Who is responsible for the fact that workers have had their jobs
eliminated?"

3) "Who is responsible for the financial needs of workers terminated
by a plant closing?"

Please advise which one of these questions you wish us to provide an
answer for.

Ok....I want to know who is primarily responsible for the
workers after the palnat closes.....not neccessarily financilly
but more morally...does that help?
