I hope the following additional information sheds a bit more light on
the outsourcing industry in Russia. I truthfully cannot add more than
the articles provide, since I am not involved in the software
outsourcing industry and can thus only research and condense the
available material for you. The two major reviews I have provided -
the "Russian Offshore Development Industry Study" and the Aberdeen
study on "Software Development in Russia" seem to be the most current
data available comparing various outsourcing companies in Russia.
1. Are there any third party rating reviews?

Both the Aberdeen review (which you must download by registering on
the site) and the Russian Offshore Development Industry Study are
quite objective in their indications of respected outsourcing firms.
Although the Russian survey involved companies in the industry, the
voting poll of the top leaders indicated Luxoft on top, followed by
Novosoft, Vested Development, Reksoft and EPAM.

Media, a subsidiary of Banta Corporation, is a provider of software
and E-Business solutions for digital content management, E-Commerce,

functionality to its core product line, but, due to internal resource
limitations, could not do that within schedule. VDI helped it all to
come about. Even more, VDI managed to stay on schedule despite growing
product requirements. They delivered code with very few bugs."

Auriga (www.auriga.com), another Moscow-based vendor with an office in
Amherst, NH, serves Interleaf (now acquired by Broadvision,
www.broadvision.com) and LynuxWorks (www.lynuxworks.com). The vendor
is responsible for the development of BladeRunner, a Web content
management solution from Interleaf, one of the best in its class.
LynuxWorks, that develops and markets software products and services
for use in a wide range of intelligent (microprocessor-based)
products, including an embeddable real-time operating system called
LynxOS, has been using the services of Auriga for several years.
Auriga engineers have worked on many LynuxWorks projects including
hardware startup monitors, device drivers, test suite development, Gnu
compiler development, and porting LynxOS to the Motorola MPC860/821
microprocessor. LynuxWorks uses teams of Auriga engineers at Auriga's
Moscow headquarters as well as in Silicon Valley. In the coming year
LynuxWorks plans to continue to use Auriga engineers in some of its
key projects.
2. How does picking a firm out of moscow compare to finding one in,
say, St. Petersburg? How much cheaper would a firm in St. Petersburg
be? Does it really matter?

To be perfectly honest, my expertise is not great enough to answer
this question. I would have to say that picking a firm involves so
many variables depending on your company's projects that cost would
only be one part of the equation.
Both Moscow and St. Petersburg are highlighted as the centers of
outsourcing. Some further information about each city is available in

Key Points from Russian Offshore Software Development Industry Survey:
The three major areas for outsourcing are Moscow, St. Petersburg and
Novosibirsk. The Universities in each city - Moscow Universiy, St.
Petersburg State University and Novosibirsk State University, are the
top sources for programmers within each area.
Russia is a unique resource for highly trained technical personnel.
The World Bank estimates the number of trained workers in Russia as
higher than the US, China, Japan and three times as many as India.
Many Russian programmers possess skills that are far surpass most in
their field. They are often mathematicians and scientists who have
turned to the software industry to make a living and have the
expertise to solve complex, technical problems.
Russian outsourcing companies normally adjust their time schedules to
compensate for the time difference between their European or American
clients. There is a lot of support for the software outsourcing
industry from the media, academia, industry and government
authorities, due to the realization that the industry must be
competitive in the global market.
Moscow is the current leader for technical personnel, with more than
50% of the total number of outsourcing employees residing in the city.
St. Petersburg retains about 25% of the work force.
Cost is a factor (though should not be the only one) in choosing an
outsourcing company. Pricing depends on several factors specific to
the project, but hourly rates can run from the extreme and rare low of
$10 to the normal $40 or $50. Testing and quality assurance personnel
can cost 20-30% less and project managers may run 50-150% more, with
specifically-requested candidates potentially costing twice the normal
rate.
