I found that Cards that are from Canada are actually cheaper and have
a better minute rate. I would start by searching out known card types
for there respective website which usually lists a
minute/country/location chart. For example...

While this is NOT the best cards from the US, its a very good rate
from Canada. The do offer International cards, Which may help, or
give u a better rate than your getting now. I get over 250 minutes
from Canada to the US for $5 to call my g/f in Florida. The best cards
she can find offer her 30 min to 45 min for $5. Walmart cards, and
re-loadable cards are the worst it seems. So there is one answer to
your question, rates change, and theres often promos, like VOX u get
an additional 10% for using 2 cards in a 30 day period. At best VOX
offered over 500 minutes for $5 for me, now i get about 268 min with
"OLA".
Keep in mind this is for one single call (max minutes). Often cards
charge a daily fee, and/or a connection fee thats deducted from the
card.
