Dear wegotqa-ga:

If I understand your question correctly, you are trying to find out
when, according to the State fo Michigan, a fetus FIRST has rights of
ANY kind, correct?

If so, the answer lies in "PUBLIC ACT 0238 OF 1998" in which certain
actions are deemed to be criminal if such acts perpetrated against a
pregnant woman directly result in the miscarriage, injury or death to
her unborn child.

MICHIGAN LEGISLATURE
http://www.michiganlegislature.org/documents/1997-1998/publicact/htm/1998-PA-0238.htm

While this act is formally focused on protecting the pregnant woman,
and on the fetus as an extension of the victim, the fetus clearly
benifits from the act as a legal "right" in the same manner as any
other citizen has a right to be protected from injury or death. Please
examine this Public Act and let me know if it answers your question.

Dear wegotqa-ga;

Thank you for allowing me an opportunity to answer your interesting
question.

are deemed to be criminal if such acts perpetrated against a pregnant
woman directly result in the miscarriage, injury or death to her
unborn child.

SEARCH STRATEGY

SEARCH ENGINE USED:

Google ://www.google.com

SEARCH TERMS USED:

MICHIGAN FETUS RIGHTS

Using this search term I located this article from THE DETROIT FREE
PRESS:
http://www.freep.com/news/locoak/nfetus12_20020812.htm
Here the article mentioned “The Michigan Legislature thought so when
it passed a fetus protection law in 1998.”

This indicated that there was in fact a law related to this topic, so
I went to directly to the MICHIGAN LEGISLATURE site
http://www.michiganlegislature.org/

Here I clicked on BILLS on the left side
http://www.michiganlegislature.org/mileg.asp?page=Bills

I scrolled down to BILL FULL TEXT SEARCH and changed the year to
1997-1998, as the article in THE DETROIT FREE PRESS suggested, and I
typed in the search term “fetus”.

The first in the list of returns was “SENATE BILL 0021 (1997)” which
is indicated as being accepted into law on 01/01/99 as “PUBLIC ACT 238
OF 1998”
http://www.michiganlegislature.org/mileg.asp?page=getObject&objName=1997-SB-0021&queryid=4603919&highlight=fetus

I scrolled down the page to find “PUBLIC ACT 238 OF 1998” here:
http://www.michiganlegislature.org/documents/1997-1998/publicact/htm/1998-PA-0238.htm

And that, my friend, is how it’s done. I hope you can now consider
this the "perfect answer". Have a great day!
