It appears that the main state agency dealing with such laws is the
Ohio Department of Mental Retardation and Developmental Disabilities
(ODMRDD) ( http://odmrdd.state.oh.us/odmrdd.htm .  On the agency's
Site Map, there is a link under General Information to a page on
Legislation and Rules ( http://
odmrdd.state.oh.us/Includes/AdminRules/Legislation_and_Rules.htm ). 
That page includes links to laws and rules on services for persons
with mental retardation.
