Is there a national network of tap dance championships in the United
States, culminating in a national championship? Or are such
competitions only regional with no direct ties to a national
organization? The closest I've been able to come in a web search:

In continuing my web search, I've gotten hits on numerous sites and
community message boards that contain info on tap dance competitions
all over the country, but I find no indication that there's any
central, national body that sets contest standards or that conducts a
Miss America kind of annual tournament. If such exists, that's what I
seek. Failing that, info on any regional bodies in the Eastern U.S.
would suffice. I have the sense that these competitions are
orchestrated by tap dance schools and that the judging standards are
probably not of the sort that are nationally controlled.

I haven't found any one source of info about the winners of various
tap championships, but here's a nice list of tap "special events":
