I'm look for more information on files with the "FR2" extension. 
Specifically what software or libraries do I need to edit these files.
 They appear to be form files of some type.

Have you tried opening the files in a text editor such as Notepad?

This may or may not help much:

This file (the *.fr2) is for the program QuickXpense Enterprise made
by Portable Software (www.xpense.com).  It is referred to as an
XpensePolicy File.  It is binary.  If I make any changes to this file
via a hex editor (even just changing a single byte) the program
QuickXpense complains of corruption.

I usually check the file extension source( http://filext.com/ ) first,
but they show nothing for FR2.

This may be a longshot, but I was able to find one reference to .FR2
files storing some sort of data related to measurements of accoustic
responses of speakers.

It makes references to two software packages, LAUD (Liberty
AudioSuite, 1994) and IMP (1992), both published by Liberty Software. 
The modern incarnation of this is PRAXIS.  You can find more info on

However, I agree with the comment from pinkfreud.  Upon first finding
an unknown extension, I usually try to open it in a text editor first.
