I want to sell a government approved test for Posttraumatic Stress
Disorder to people who might be in a profession that would use such a
test.  How can I get e-mails and send them an offer to purchase this
for $10.00 postpaid?  I would be interested in an answer that is step
by step and includes an offer to help for a fixed price.

I doubt that email is the best method to use in order to reach these
people. Unsolicited emails which offer products for sale are generally
considered to be "spam," and this would reflect badly on the
credibility of your test.

Hi!  A professional in the field of e-mail called today and was quite
interested in the product.  His opinion was that marketing to
professionals in the health field was a complete waste of time.  80%
do not use computers to any extent and would not respond to any offer
by e-mail.  He took the project
with the intention of using a very sophisticated e-mailing to people
who may be interested in this topic by some means unknown to me.  It
is a directed e-mailing that would not hopefully be considered spam. 
He said there was great interest in health by individuals and there
was a market that was quite large.
We agreed he would look at the material and he would invest his time,
if he liked the what he saw and would keep most of the profits.  This
was fine with me.
He planned on keeping costs low by making the 107 pages a self
extracting zipped file of 1 megabyte that would be delivered by
e-mail.  He said everything would be automated from mailings to paying
to delivery.  I'll let you know how it goes.
