Hello psdgordon-ga,

I  was able to find information from the Small Business
Administration, which is the branch of the U.S. Government that is
most likely to help a minority-owned small business.

The Small Business Administration (SBA) basic requirements for
qualifying as a minority business are:  “1) must be a small business, 
2)  must be unconditionally owned and controlled by one or more
socially and economically disadvantaged individuals who are of good
character and citizens of the United States, and 3) must demonstrate
potential for success.”

This site also has answers to many other questions related to
minority-owned business assistance, including mentor-protégé programs
and grant information.

My search strategy:
small business administration minorities

I knew where to look because I am a woman (minority) with a small
business. I got help with my business plan from the SBA and
subsequently qualified for a low interest state loan which I would not
have gotten without the business plan. The state plan was part of the
Economic Development Department (Oregon). If you plan to create jobs,
you’re definitely wanted right now!
