Let me begin with the publicly-available records for oil wells in the
state of California. All well operators must file with the state whey
then intend to begin drilling operations, or when they close down any
wells. In between, during the operating life of the well, they must
also file regular reports with the appropriate state agencies.
Well operators must also designate an agent who resides in the state
of California, and who is the point of contact for all regulatory
dealings. The State of California makes a great deal of this
information publicly available in several different formats.

The full list of all wells, well operators, and agents (who are often
the same person as the operating company) can be found here:

This is a simple ASCII file and identifies all the operating
companies, and the agent name, address and phone number.

A much more detailed list that describes the properties (daily oil
production, water content, etc) of all wells in the state can be found

Beginning on page 104 of the report is a very lengthy table of OIL
AND GAS PRODUCED, BY OPERATOR that provides the detailed production
information I mentioned earlier.
