A friend of mine is considering to establish a business with following
attributes and infrastructure

1. Disseminate information and services to local people in the city
from
the Internet over telephone, email, SMS, FAX, print out and its
delivery.

2. Basic research for businesses in city. (For eg List of upcoming
Plastic Industry Exhibition in Europe)

3. 6-10 Operators. Function of this operator is to retrieve
information/service from internet for the clients

4. Appropriately located premises with persistent internet
connectivity

Want researcher to suggest following

[A] List of services (prefer around 20) that can be offered of value
to clients.

[B] List of reasons why a person would enroll for these services

What do you need to know in regards to the fourth part of your idea
("4. Appropriately located premises with persistent internet
connectivity")? I'm not sure what this would add to a business given
that internet cafes are widely available. Did you have something in
mind different from an internet cafe?

I will break up your RQC in two parts

1. 4. Appropriately located premises .... Just to give you an idea of
the infrastructure.

2. Why when internet cafes are around?..... Assume following scenarios

    [a] looking for various sites for some info and compile and
deliver to the client
    [b] compare various products for clients
    [c] order something for the client over internet 

and various such things.
