"Will & Grace" is not available on any home video formats in the USA. With the 
multiple syndication deals already in place, it's not likely that it will 
happen any time soon. However, Warner Vision France is releasing a set of four 
Season 1 DVD's for Region 2 (Europe, Japan, Southwest Asia, and South Africa). 
These discs will not play on a North American DVD Player due to the region

You can purchase from the French version of Amazon.com the Region 2 discs, 
which are playable on a computer with proper software, or a modified DVD player 
which you can generally pick up in any electronic-rich portion of a major city.

I cannot guarantee that these will have both English and French encoded on 
them, but it seems pretty unlikely considering the technology is available for 
them not to.

If you already have a DVD player in your computer, you can hook it up to a TV 
with a relatively cheap Hollywood RealMagic card, available for less than $50:

I have found them to be a great place to buy from, they are very reliable and offer speedy delivery.

If you're outside Europe then you might have a few problems, as it doesn't look like it's getting a release outside of Europe for the moment. But you do still have a few options if you're willing to import it...
