jane.alexander@dhs.gov and Mr. Bolka's email address might

someone in dhs is close, but I don't
want to contact that person asking for

Search Strategy:

I emailed Dr. Bolka at the above address with a request for
information.  It did take some time for his response, but
considering he probably is a very busy person, that is not a
real surprise.  By the way, his response to my question, due
to the research prompted by this question, and of genuine
interest to me, was concise and very responsive.

Apologies, there was further search strategy involved in ascertaining
the Answer.  To begin with, I did the following search on Google.

As this was a relatively recent article, and it showed the typical
email address format for a US Government employee, it followed that
Dr. Bolka's email address would follow this same format, which I
then verified as outlined above.
