foreign students for enrollment for classes starting between January
and March 2004. (From your response to "Requests For Clarification,"
it appears you hope to enroll for Spring semesters *beginning* any
time in the January-March time frame.)
Before we go on to the list of Texas schools that accept international
students, I need to explain some backstory issues to you: Ever since
the terrorist attacks of Sept. 11, 2001, the U.S. government has
enacted (controversial) security laws and procedures regarding
immigrants, residents, student visas, including far more rigorous
background checks on
foreign students who apply to colleges in the U.S.
The INS (Immigration and Naturalization Service) is now under the
Department
of Homeland Security. The program for foreign students is SVEP (the
Student
and Exchange Program). Read about it at:

INS now tracks foreign students very carefully: "SEVIS will allow the
United States to ensure that foreign students and exchange visitors

demonstrates the commitment of the INS to develop a system by which
our country can invite international students and exchange visitors to
enjoy an educational experience in the United States, but also protect
our nation's security by maintaining accurate records on who is inside
our borders."

those who don't have the required paperwork at ports-of-entry could
face immigration problems, such as being identified as undocumented or

Enforcement acknowledges that all foreign students and visiting
scholars won't be in the system by the deadline and is bracing for
whatever might surface."
I just wanted you to be aware of these developments, which mean even
more time is needed for American schools to approve international
students. You will have to scramble to get your application(s) in, if
you have any hope of attending a Texas university early next year.
