In order to use a v.92 modem for telephony, several requirements must
first be satisfied.
First, the driver for the modem (and to a certain extent, the
hardware) must support telephony.
Second, you need to use a telephony application that knows how to take
a Windows audio input source (in this case, the mic on your headset),
and connect it to a Windows audio output (in this case, the modem
voice output channel).
Third, the audio input source must not be muted in the Volume Control
applet (which you have already and undoubtedly checked).
So, a couple of questions for you:
Do the applications that you have tried support telephony? Easiest way
to tell is to see if it lets you choose an audio input source.
Secondly, which modem do you have in the A31? There are several
different options available from IBM. Please look at the Control
Panel>Modems applet and let me know what the modem is.

Let's start with Phone Dialer. The Options dialog has a tab labeled
"audio/video". Within that tab, a button labeled "Sound Settings"
brings up the Windows "Sound and Multimedia Properties" dialog. The
preferred and only device offered in the Playback and Recording
dropdowns is "SoundMAX Digital Audio" which is the onboard sound
chipset. I have confirmed that the microphone volume control is
selected and the slider is all the way up.
>Secondly, which modem do you have in the A31?
It is the Agere Systems AC'97.

My apologies for the delayed response.
I have not been able to find any information to indicate, one way or
another, any incompatibility issues between the applications you
mention, and the Agere AC'97 modem.
The AC-97 modem uses the same audio encoder hardware as the audio
system, so the fact that the only option for Playback and Recording is
the SoundMAX system is not a problem.
Can you please confirm for me that you have "Phone Line" as one of
your selected Playback devices, in the Windows Volume Control
application, and that it is enabled? If "Phone Line" is not visible,
go to the Options > Properties tab, and select it from the scroll list
for Playback devices.
Thanks,
