It needs to have the following properties.

1 – A 30 day return policy

2 – The ability to send out gift to people.  Like if I want to have
them automatically fedex out a hard drive to a friend.  I’ll supply
the address.  They need to charge my credit card, but have a different
ship to address.

If they can include a written note with it, that would be the best,
but not a hard requirement.

My credit Card company will not let me add other ship to addresses to
my card because it is a debt/credit card, so in the past I have had no
way to have different ship to addresses.  I have been having the gifts
sent to me, and reshipping them to the person but this is a dumb and
slow way to do it.

I've always had great success in sending gifts like this using:

They have a huge line of products, a 30 day defective product return
policy (14 for reconditioned goods), and shipments have never taken
over 4-5 days.

I've not been very impressed with Newegg in the past.  Whilst
searching Pricewatch one day, I came across http://www.googlegear.com
(Their name has recently been changed to http://www.zipzoomfly.com ). 
They are a company located in Florida (I think).  This site has been
phenomenal for me in the past, almost everything you buy comes with
free or $0.50 2nd day shipping.  All items arrive on time in secure
packagin in perfect condition.  I recently built 2 computers and
bought most of my components from them.

I didn't see anything on there about how the Credit card can be used,
