Hello gatewayjean,
According to the following sites, ions are charged particles, each of
which contains either a positive or negative charge. Positive
charges, from the common blow dryer, cause the cuticle covering of the
hair shaft to open, causing the frizzies and a dull appearance. Ionic
hair dryers produce negatively charged ions, ostensibly causing the
cuticle to remain flat, trapping in moisture, thus eliminating the
frizzies, and giving hair more body.

According to Sunbeam, negative ions from the ionic hair dryer cause
water droplets to become smaller, causing the hair to dry quicker,
causing a lesser degree of heat damage to the hair.
Sunbeam has two sites that explain ionic technology :

After combing through all these sites, it would appear that the hair
dryer that dries with far less heat, causes fewer frizzies , adds
body and dries hair in less time would be the hair dryer of choice.
The ionic hair dryer wins!
