Is it legal to issue your own currency?  Are there certain guidelines
you must follow?  Has anyone else done it?

In the U.S. and, barring that, in Canada - if it is legal to exchange
it....  Basically some way of getting a currency printed an  in use in
the states.... without having to be a "recognized world government"
(yet).

If you are talking about the United States, the constitution clearly
states the only legal curency is made by the federal government.

Section. 8. 

Clause 1: The Congress shall have Power To lay and collect Taxes,
Duties, Imposts and Excises, to pay the Debts and provide for the
common Defence and general Welfare of the United States; but all
Duties, Imposts and Excises shall be uniform throughout the United
States;

Clause 5: To coin Money, regulate the Value thereof, and of foreign
Coin, and fix the Standard of Weights and Measures;

In the U.S. ... and I know that Congress has the power to coin money. 
The question is ... do I have that power as well?
