I recently read an article about a man in Hope, British Columbia, who
is an expert in the concept of building a space elevator. Apparently,
he's spoken at a few conferences. Need help finding his name (no
personal data required, just an article link to his name).

What an interesting question! 

Andrew Price from Hope, British Columbia is the person you’re
referring to. He spoke at the 2nd Annual International Conference on
the Space Elevator, was held in SANTA FE, New Mexico on September
12-15.

Andrew Price, a space elevator enthusiast who lives in Hope, British
Columbia, was also added to the schedule, and despite the lack of
preparation time gave a talk on his idea of a "Frankenstein's
Elevator," triggering a robust discussion. His idea is to piece
together an ugly, rudimentary space elevator ribbon in space, which
could be used to build other elevators. That's in contrast to Edwards'
vision of initially unspooling a simple ribbon, and then using
climbers to build it up to adequate strength
