This is the answer that I had removed: According to the LA County Code construction can begin at 7:00 a.m. From the Los Angeles County Public Works Construction Category (FAQ): Question: The noise from construction near my house seems excessive. What are the laws pertaining to the allowable levels and operating hours? ANSWER: Construction noise is covered by Chapter 12.08.440 in Title 12 of the County Codes. Most construction must take place between 7:00 a.m. and 7:00 p.m. during normal weekdays. However, emergency repairs may be performed as necessary.
