indicates that the initial version came into force "sixty days after
the day on which it is assented to (assent date being 25.04.97)".
Thus, it came into force on 24.06.97. It also indicates that the
amendments came into force on 31.03.2000.

As for the interpretation and implications of the passage you have
quoted, the statute provides the answer. The passage is Article 1 of
Section 9 of the Act. Articles 2 and 3 of Section 9 describe in
detail the contents of the record and how long the record must be
maintained. Section 10 also relates to this provision, while other
parts of the Act provide background to it.
