Hi,

I need to know the answers to the following questions relating to the
"Manganese-based Fuel Additives Act" (Canada):

1- The exact date and time on which this law came into force.
2- All the modifications to that law since it was assented to.
3- Please explain to me the interpretation and all the implications of
"Every person who, under an authorization referred to in section 5,
engages in interprovincial trade in or imports a controlled substance
shall maintain a record respecting the controlled substance in
accordance with this section."

That page provides a link to "Coming into Force" information.  It
indicates that the initial version came into force "sixty days after
the day on which it is assented to (assent date being 25.04.97)". 
Thus, it came into force on 24.06.97.  It also indicates that the
amendments came into force on 31.03.2000.

As for the interpretation and implications of the passage you have
quoted, the statute provides the answer.  The passage is Article 1 of
Section 9 of the Act.  Articles 2 and 3 of Section 9 describe in
detail the contents of the record and how long the record must be
maintained.  Section 10 also relates to this provision, while other
parts of the Act provide background to it.

other interpretations or amendments for this statute.

I just want to confirm the following: 

1)

Is

the only amendment to that law since it Came into force?

2) Do you know if that law came into force in stages? Or was it just
once?

You should check with a Canadian lawyer to be sure; but from what I
can tell, the 1999 bill was the only amendment.  If you look over the
entire Act (found the first link in my answer), you can see that it
contains a couple of references to amendments -- both to the 1999
bill.  The coming into force information also indicates that the 1999
bill was the only amendment.

As for coming into force, the last section of the Act confirms the
coming into force information: the Act came "into force sixty days
after the day on which it is assented to."  In other words, it appears
the entire Act (except for the 1999 amendment) came into effect at one
time.
