Once a month I receive an Excel 2000 spreadsheet with names and
address information.  There are 5200 rows and about 10 columns.  I
have been given the task to compare the current months extract to the
Previous and highlight any data that is new, removed, or changed.  I
am looking for a macro to do this and/or a 3rd party program that will
do it for me.

You might try the "Conditional Formatting" feature in Excel.  In the
first cell to be compared, click the Format menu, then Conditional
Formatting.  A window will pop up.  In the first blank, choose "Cell
Value Is."  In the second, choose "not equal to." Then in the third
blank, click the little icon to the right, and find the item it will
be compared to (if it's in another worksheet tab in the same file, go
there and click the appropriate cell; if it's in another Excel file,
do the same thing).  Hit Enter.  Use the "Format..." button to choose
colors, fonts, etc.  Using the "Add..." button you can add even more
conditions.

To apply this conditional format to other cells (like a whole column),
select the cell you just formatted, click the paintbrush icon (Format
Painter) on the Formatting toolbar (should be near Copy and Paste),
and select the cells you want.
