When I paste russian text from clipboard,
I get question marks.

Need to have be able to open/save/eidt/paste russian text.

I spent oodles of time chasing my tail without much success,
so - bottom line is that I need rather specific help/pointers/instructions.
Here is a clear "statement of the problem":

"Given":
GNU emacs version 20.7.1 or higher on wintel platform.

"Need":
to be able to open/view/save/copy/paste text in win1251.

windows version: win2k
fonts: tried all kind, current - "courier new"
