During the winter bulls loose their antlers.
"Like the other members of the deer family, only the bulls have
antlers.  The very large antlers sweep back over the shoulders with
spikes pointing forward.   Antlers on mature bulls may be up to five
feet long with many tines.  In September, the bulls join herds of cows
and calves to mate during the rut or rutting.  During the rut, bulls
emit a high-pitched whistle or bugle.  Occasionally, pushing and
shoving matches occur when bulls fight with each other to win females.
 By mid-October most of the rut is complete and the larger herds
disperse to find food for the winter.  During the winter, bulls loose
their antlers, growing a new set each spring."

I believe the answer is to do with their hair. They grow a winter coat
that gives them insulation for winter.
"As the temperatures cool and the days shorten, bison grow their
characteristic thick, winter coats.
Winter: Like some other large mammals, bison do not migrate to warmer
climates or hibernate during winter conditions. Even when they are
coated with snow on the outside, their thick insulating winter coats
provide warmth on the inside. However, cold temperatures take a toll
on the bison. Because it is difficult to find food under the deep
snow, bison depend on stored fat to help them survive the harsh
weather. Even so, it is a lack of food, not predators, that is the
greatest threat to a full-grown bison"

hair and an outer layer of coarse thick hair. The short fine hair is

Now of course this depends on what type of BULLS?
Most bulls that I know of don't have antlers!!

Bull Asian Elephants are known to experience "musth" for a fews weeks
(and sometimes months) in the winter, during which time they produce
enormous quantities of testosterone, become virtually uncontrollable
and basically becomes raging lunatics for a few months.
