Mr. Kirby has confirmed that he is the author of this quote, and that
it comes from the book Investigating Political Sociology, 1995, p. 4. 
This is the book mentioned in mvguy-ga's comment.  (Incidentally, Mr.
Kirby also corrected my misstatement that he is a "Dr.")
