I'm trying to find a service (either an online service or downloadable
software package) that automates sending winning email notifications.
I know their are many programs out there that generate an email with
the info - but usually you have to physically send it yourself (too
time consuming).

Anybody know of a service/products that can do this automatically.
I want to automatically have emails sent to my winning ebay bidders
(html emails preferably).
I saw a website online that offered this feature a few weeks back -
but alas I can no longer find it.

Do you use PayPal?  The Auction Seller tools that Paypal has allows
you to set it up so that your winners will automatically receive an
invoice.  You can customize the invoice/notice so that you can tell
buyers they can pay using non-paypal methods.

Thanks very much that seems to cover practically options available.
I've found another one called bidworks.co.uk for sending email
automatically (not just automating) also - being new thought it's too
early to tell if it's reliable.
