Can anyone suggest an excellent massively multi-user online game that
is *not* either (1) a role playing eric such as Ultimata Online or
Everquest, nor (2) a first-person shooter such as Counter Strike or
Quake?

I'm seeking a action game that have 20+ players online at a time that
you can play brielfy rather than having to invest a number of hours. 
The only two I am aware of is ARC (which is no longer allowing new
players) and SUBSPACE.  Other suggestions (with links) are much
appreciated!

Payment for valid, still active online game that meets the above
requirements.

Although SWG states its an RPG, its not really treated as one by the
players, its just everyone having a really good time. If your not in
it for combat, crafting is great fun. Its what I do. :) A Tale in the
Desert is a simply brilliant game. I don't know how to explain it, so
I'd suggest you just go download the trial. Shattered Galaxy is pretty
nifty too, and has a free account status.

You might also look for a good MUD, if your not hung up on the whole
graphics thing. www.mudconnect.com is a good resource for that.

Well, not sure if this is what you are looking for, however Jumpgate
http://www.jossh.com is a rather unique MMO game. The basics are it is
a space flight sim with semi-true newtonian physics(closer to real
work physics in space than many other space sims). It has 3 user
playable factions(different sides) with different ships and
philosophies. It is a free download, but $10 a month after 10 days
free trial.
