Hi Yaron10,
The International Classification of Disease 10 (released this past
summer, and in the reference section of my library) lists code
10:F60.30 as "Emotionally unstable personality disorder; Impulsive
type". You can see an online version of the codes for Mental
Disorders on the World Health Organization website at
http://www.who.int/msa/mnh/ems/icd10/icd10.htm
I was able to find information about the disease both under this name
and under the name you gave, "imulsive personality disorder"
(unstable). At first I did a search of the Google search engine for
both disease names, and then I went to the MEDLINEplus consumer health
database (www.medlineplus.gov) for more resources. MEDLINEplus was
not helpful in your case - most likely because it focuses on US
websites, and those sites are using a different vocabulary than the
European ones (as is mentioned above by sublime1-ga).
Since I'm assuming from your question that you simply need some
background on the disease, I'm giving you several major webpages from
reputable organizations. If you need further follow-up, please don't
hesitate to ask!
The Mental Health Foundation Wordbank - Definition

'Emotionally unstable personality disorder
There is a marked tendency to act impulsively without any
consideration of the consequences, together with emotional
instability. The person may fail to plan ahead, and have intense
outbursts of anger often leading to violence or "behaviour
explosions".'
Oxfordshire Mental Healthcare NHS Trust: Evidence Based Clinical
Practice Guideline: THE MANAGEMENT OF BORDERLINE PERSONALITY DISORDER
http://www.psychiatry.ox.ac.uk/cebmh/guidelines/bpd/appendix.html
This part of the guideline recognizes that the DSM and ICD10 diseases
are slightly different from each other, and outlines the diagnosis
criteria for the DSM version, the ICD10 F:60.3 and F:60.30 (the main
disease and the type).
BPD Today has a page of links to articles/sites about borderline
personality disorder (again, take with caveat that it doesn't map
exactly).
http://www.mental-health-today.com/bpd/artindex.htm
Note that according to this website:
http://www.myborderlinelife.co.uk/BPD_infopages/what_is_bpd.htm,
Borderline Personality Disorder as mentioned by submlime1-ga above is
actually matched to 10:F60.31, the "borderline" version of emotionally
unstable personality type, not the impulsive version.
Another definition, with diagnostic criteria:

Mindacorum: Mental Health Information - Borderline Personality Disorder
http://www.mindindacorum.org.uk/html/MHInfoBPD.htm
While this page focuses on BPD, it has some discussion about EUPD,
including some links to further resources.
"Dual Diagnosis and the Borderline Personality Disorder"
http://www.toad.net/~arcturus/dd/borderln.htm
An article that goes into some detail about BPD/EUPD, including
diagnosis and treatment of the disease in its various forms.
Again, don't hesitate to request clarification if I've missed
something. Happy reading!
