STRATEGIC ISSUES OF SMALL FIRMS IN A TRANSITION ECONOMY AN EMPIRICAL
STUDY
ABSTRACT
This article is based on our recent empirical study conducted in the
Republic of Croatia, a typical transition country, with the aim of
identifying differences in strategic positioning of firms in relation
to their size. We have analyzed the characteristics of strategic
positioning of small firms. The results of the study indicate that
there are differences in strategic approach of small firms in relation
to medium and large firms. Small firms are more flexible and more
adaptable in their business behavior than large firms and react better
to the influences of a complex, turbulent, diverse and changeable
environment and take business decisions much more quickly. They build
their internal capabilities on a broad combination of human,
informational, organizational and physical resources. The study has
shown that growth is a key strategic goal of most small firms and
differentiation is a type of competitive advantage, which they
generally aspire to. Small firms, like medium and large firms, have
difficulties in organizational structure and their functioning. The
key problems of small firms are linked to shortcomings in the
structure and organization of the transition economy and a shortage of
high quality professional and managerial staff.

STRATEGIC PLANNING EMPHASIS AND PLANNING SATISFACTION IN SMALL FIRMS:
AN EMPIRICAL INVESTIGATION
Abstract
Most empirical studies examining strategic planning effectiveness have
focused on its impact on financial performance. However, solid
empirically-based conclusions concerning the usefulness of strategic
planning have not yet emerged. The present study takes an alternative
perspective, examining two dimensions of executive satisfaction with
strategic planning. Results support a link between seven strategic
planning characteristics and planning satisfaction among small firms.

The Value of a Strategy
Many owners and managers of small businesses routinely plan their
day-to-day operations, but dont believe that strategic planning
applies to them. Mention strategic planning, and they think of
elaborate bound documents resting on bookshelves in the offices of
large companies, or of the detailed plans used in project management.
Thats where many small businesses go wrong. No business is too small
to require a sound strategy, and few strategies are so simple that
they need not be developed into a strategic plan. Our hope in writing
this article is briefly to explain why small businesses need a
strategic plan and to suggest several sources of detailed guidance for
readers who wish to learn more.

Senior executives generally agree that crafting strategy is one of the
most important parts of their job. As a result, most companies invest
significant time and effort in a formal, annual strategic-planning
process that culminates in a series of business-unit and
corporate-strategy reviews with the CEO and the top management team.
Yet the reality is that few executives think this time-consuming
process pays off, and many CEOs complain that their strategic-planning
process yields few new ideas and is often fraught with politics.
Why the mismatch between effort and result? Evidence we culled from
research on the planning processes at 30 companies and work with more
than 50 additional companies points to a common explanation: The
annual strategy review frequently amounts to little more than a stage
on which business-unit leaders present warmed-over updates of last
year's presentations, take few risks in broaching new ideas, and
strive above all to avoid embarrassment. Rather than preparing
executives to face the strategic uncertainties ahead or serving as the
focal point for creative thinking about a company's vision, the
planning process "is like some...tribal ritual" with no clear outcome,
one executive told us.
