A GLBT student organization I am a part of at Kutztown University of
Pennsylvania recently chalked on sidewalks for an event we were
holding that evening. The university maintains a published policy on
chalking, which I believe we were in accordance with. The chalkings
were removed within a few hours. When our organization inquired into
the reason, a university official stated the chalkings were removed to
clean up for an event with important people and they said there was a
policy which stated they reserved to remove things as they choose. I
cannot find such a statement in the chalking policy or any other
policy for that matter.

My question is, if the policy to remove chalkings as deemed fit, is
not recorded (or even if it is), is the university possibly violating
free speech? I cannot find laws on grafitti or chalking for
Pennsylvania or the Borough of Kutztown. Are they published online? Do
we have legal recourse outside of the university?
