According to this page, General Mario Vercellino commanded from Sospello (Liguria).

You are most welcome!  The only thing that may disappoint my associate
(who requested my assistance in conducting electronic research, with
which he is less comfortable) is that he was certain the commander's
HQ was in France.  However, your response indicates an Italian venue
(Liguria).  Shall I tell him that there definitely was not a French HQ
for the Italian command over the 8 departments east of the Rhone?
