I am a civil engineer who specializes in construction management. I
currently run a one person consulting company and hire additional
personnel or enter into partnership agreements as required for each
individual project.

Typically I act on an owner’s behalf and manage the construction
project from initial design conception through to final completion.
This includes managing the activities of the design consultant(s) and
the tendering and bidding phases of the construction project. During
construction I relocate to the job site to ensure that the final
project is completed on time and within budget. I offer, in addition
to my services the use of construction and survey tools, office
equipment and a full-featured site office for others and myself on the
construction management team.

Sizes of past projects have been between 10 to 30 million and have
covered the complete range of construction activities from heavy
industrial to municipal infrastructure, airports, commercial etc.

I have searched the web for sites that solicit requests for proposals
(RFP) from consultants for owners for this type of work. So far all I
have found are sites that are either direct employment positions
(permanent or contract but the companies are looking for direct hires)
or are geared towards the large full service consulting companies.
(Those with 100’s of staff personnel and significant resources.)

I am looking for some links to sites that solicit RFP’s for small
consulting companies in the field of construction management.  Answers
that simply give listing of job boards or other direct hire types of
employment will be considered unacceptable. Answers that list sites
that do not offer to link small firms such as myself to prospective
clients will be unacceptable.

Prospective clients and projects can be located worldwide.

Acceptable answers will list one or more sites that will provide a
link between small consulting firms and prospective clients in the
field of engineering consulting relating to construction management.

A clarification.

I am not looking for government agencies web sites. I have found
several of these but am not interested in working for a government
agency. (They typically have too much red tape for anything to be
accomplished and they also are usually looking for large full service
consultants.)
