Within this year, there was a published report, (Washington Post or
Times, etc) of a study conducted that compared the cost of the
delivery of government services in big US cities per capita.  I.e.,
Washington, DC had among the highest cost per capita for big and small
services such as police protection, corrections, transportation, etc.
