As to "Harry Newman", Newman is a rather common name which brings up
300+ returns when searching the Queensland Government's School
Directory, most of them part of a street address.  No "Harry Newman" s
however.

No Newman in the bibliography for the report either.  Perhaps if you
go to the site:
http://education.qld.gov.au/

and type in his given name, rather than "Harry" you might get a more
narrow number of hits than the 300+ for Newman alone.
