and strategies? I have performed a google search using the following
"aviation"+"hangar financing" and have only one contact as a result
(Shutt & Moen - now Mead & Hunt). Perhaps knowing professional
organizations involed in this acyivity could help?

I’ve started researching your question and I’ve come up with some
resources that might be helpful but my preliminary research also makes
me realize that I need to know more about the problem you’re trying to
solve.

You say you want to know about financing large aircraft hangars. You
identified one consulting company that seems to fit your needs and
wonder about professional organizations.

In order to answer the question about financing I would like to know
more what is being financed. Where are the large aircraft hangars that
you want to finance? Are you interested in new buildings or
renovations? What kinds of airports will be involved? Where are they
located? Who will be the key players in your project?

I’ve found several consulting companies that are similar to Mead &
Hunt and would be able to do more directed research along these lines
if you could tell me more about what capabilities are you looking for
in these consultants – planning, engineering, liaison and
coordination, etc.?

Greetings,
We are a special Economic Development Authority set up to redevelop a
closed military base. Under a special arrangement with the Air Force,
we have joint use of a significant airfield, but we do not own the
runway, only the adjacent land and airfield apron. We are not an FAA
airportt and do not currently have access to funding and other
benefits that derive from that desognation. We are developing the land
adjacent to the runway that we own. We have potential tenants for
hangars that will be contructed on this land. In most cases, we will
construct and own these hangars and we need to identify financing
strategies for construction and permanent loans or grants for these
buildings. As a part of this question, I had suggested that knowing
what industry organizations support airport/aviation industry
activities could help you identify sources of financing. Note that the
tenants who would use these hangars could be involved in a number of
different activities from commercial or military aircraft maintenance,
repair and overhaul (known as "MRO" industry) to aircraft completion
work (part of the manufacturing process for new aircraft for targeted

Hello poohbah21-ga,

This was an interesting research project that provided lots of
resources but no clear-cut information on how you should proceed. The
legislation covering base closings is very complex and economic
development organizations at all levels (federal, state, local) are
involved in accessing grants and funding that comes from a myriad of
programs. My research shows that there are consulting organizations
that help communities make sense of the complexities of the regulatory
and funding quagmire.

I couldn’t find much that relates to your specific question of finding
funding for hangars. It seems that it makes more sense to reframe the
question to ask what are the sources of funding for infrastructure or
community development and show that developing commercial property
(including hangars) in a community near an airport makes you eligible
for particular funding sources.

I’ve collected a wide variety of resources to help you figure out the
complexities of economic development funding as it relates to base
closings. I’ve been able to find some of the organizations and
associations you thought might be useful for your explorations. I’ve
also collected many government websites that have a role.

I think I’ve covered all aspects of your question but please don’t
hesitate to ask for clarification if anything I’ve provided is

Military base closures have impacted hundreds of communities around

closure, reuse  planning, implementation, and environmental cleanup.
Since 1988, there have been  four successive bipartisan Defense Base
Closure and Realignment Commissions  (BRAC) that recommended the

Community Development Block Grant Program

During the 1992 funding year, under the California Community Economic
Enterprise Fund activity, the Department released a Notice of Funding
Availability (NOFA) for $1,000,000 of 1992 Economic Development
Allocation CDBG funds limited to jurisdictions which are adversely
affected by announced military base closures or reductions. Pursuant
to Section 7062.1 (d) of Title 25, California Code of regulations (as
amended by Emergency Regulations adopted September 1992) eligible
applicants must propose using CDBG funds to obtain federal funds to
mitigate the economic effects of the base closure through local
revolving loan programs to provide loans to businesses. No funds were
set aside for base closure affected communities in 1993 or 1994. For
1996/97 and 1997/98, assistance for base closure activities will be
based on availability of other federal sources available to mitigate
effects of base closures.

Base Closures and Conversion

Beginning in 1988, the Pentagon began to downsize its far flung
military base structure with the first round of base closures in
response to wind down of the Cold War. With the end of the Cold War,
the process accelerated as Congress mandated a formal base closure
process which was suppose to insulate the decision-makers from
political influences by establishing an impartial commission that
would made recommendations to the President. This process guided the
decision-making for the three rounds of base closures in the 1990s,
culminating in the last round in 1995.

Community Development Financial Institutions (CDFI) Fund

The Community Development Financial Institutions (CDFI) Fund was
created to expand the availability of credit, investment capital, and
financial services in distressed urban and rural communities. The Fund
was authorized by the Riegle Community Development and Regulatory
Improvement Act of 1994, as a bipartisan initiative. By stimulating
the creation and expansion of diverse community development financial
institutions (CDFIs) and by providing incentives to traditional banks

residents. The CDFI Fund provides relatively small infusions of

Military base closings open opportunities 
From Tanks to Job Banks

Base closures mean the loss of jobs and income to the affected
communities: a tough call for elected officials. To soften the impact
and spread it over a period of years, Congress created the Base
Realignment and Closure Commission (BRAC) to make recommendations for
a 10-year cycle of military base reorganizations and shutdowns. BRAC
ultimately had an impact on more than 500 military facilities
nationwide.

Texas was hit hard with the closure of five major military bases and
the reorganization of two others. When the closure process is
completed, seven Texas communities--Austin, Beeville, Dallas, Fort
Worth, Lubbock, San Antonio and Texarkana--will have lost almost
45,000 federal jobs, including 24,000 civilian positions.

To offset the economic hits, Texas cities and counties set up local
redevelopment authorities approved by Congress as part of the base
decommissioning process. The result was a collection of strategies for
redevelopment and restoring lost jobs that were as varied as the Texas
weather and terrain.

Defense Department Jobs in Transition

Some observers claim that the transition of skilled maintenance/repair
jobs may be more difficult. They note that the share of manufacturing
in total employment in the U.S. has fallen from 28 percent in 1970 to
about 15% in 1997.6 However, this decline has not occurred in the
aircraft repair and maintenance sector, which is in many ways a
service industry as opposed to a traditional manufacturing sector. The
maintenance, repair and overhaul (MRO) market in U.S. aviation, now a
$23 billion industry, is expected to grow to $33 billion by 2005.7 Job
opportunities will range from airframe and subsystem manufacturing and
aftermarket repair through the entire gamut of aviation support
activities, such as spares inventory management, distribution, and
material and replacement parts forecasting. Indeed, all of the
industry's players — from established companies like Boeing and Ryder
Systems to newcomers like K-C Aviation, a division of Kimberly-Clark —
are striving to gain market share in the booming MRO sector.
