Your question is very timely in light of the recent articles about the
crisis of obesity among the general American population and the
concern about the lack of physical activity among children.
My research shows that the requirements for physical education in high
school (and at all levels) varies greatly state-by-state. I was able
to find some websites that summarize what is required in each state
and who has the authority to set the requirements. If you want
additional information about specific states check with the State
Board of Education. Ive included a few samples to show you the
variations on how states approach their guidance on physical
education.
I commend you on your interest in taking action to get your state to
enhance the physical health and wellbeing of its children by requiring

RALEIGH, N.C. -- In the mid-1980s, North Carolina made a commitment to
physical education. Every school is required to offer it; however,
there is policy or guidelines to mandate the amount of time kids spent
in P.E.
As a result, there is no consistency in schools across the state. The
State Department of Public Instruction wants to make consistent
physical education in schools mandatory.

Physical Education Requirements
Education Code Section 51210 (elementary minutes requirement);
Education Code Section 51222 (secondary minutes requirement); and
Education Code Section 51225.3 (a)(1)(F) (high school graduation
requirement). These sections require that locally adopted courses of
study at the elementary and secondary levels include physical
education; specify the minimum amount of physical education minutes to
be provided to students; and describe the two-course high school
physical education graduation requirement.

Physical Education Requirement Issues
Another state law (RCW 28A.230.050) requires high schools to carry
into effect all physical education requirements established in rule by
the State Board of Education. The current State Board implementing
policies (WAC 180-50-135(2) and WAC 180-51-060) require, that a
one-credit course or its equivalent shall be offered in physical
education for each grade in the high school program (grades 9-12).
WAC 180-51-060, the State Board policy on state minimum high school
graduation requirements, includes satisfactory completion of two
credits of physical education. In fall 2004, this two-credit
requirement shifts from physical education to two credits in health
and fitness (WAC 180-51-061).

Physical Education in Tennessee Schools
Physical education at the secondary level is offered as part of the
Lifetime Wellness course required by the State for graduation. No
