I am looking for a manufacturer or wholesale distributor for sugar
(placebo) pills.  Preferably they should be located in the USA.

Is there are specific use that these pills will be intended for? The
reason I ask is because "sugar pills", the kind used for placebo, are
not really manufactured and mkarketed for that purpose in the same way
other pills are manufactured. Most clinical trials make their own
placebo pills for the studies so they can control the ingredients.

Maybe if you tell us what you are trying to achieve or what you need
exactly we can help you more.

I am looking to perform an experiment to determine the efficacy of a
particular OTC herbal supplement.  Since it is not FDA regulated,
there have been no formal studies to prove any of the manufacturer's
claims.  So basically this pill would need to be completely benign,
composed of starches and/or sugars.
