Where can I a graduate degree in Computer Science that is somewhat applied, as 
opposed to theoretical?  The ones offered by Syracuse Univ. and Marquette 
University are good examples.
I like the online one from Capella University as well.  
Are there any more non-online ones out there, that match that profile?

What locations are you willing to consider? Please specify your limits on 
international and US locations. Also specify whether you are limited to English 
only. 

Is there also a specific type of graduate degree you are seeking?

Many European academic institutions offer options with more hands-on 
experience, so to speak. For example, French Ecoles d'Ingenieur and British 
polytechnics put out "technicians" rather than engineers (for the British, 
doctorates and masters are _postgraduate_ degrees rather than graduate 
degrees). France and Switzerland (and other countries) often promote "stages", 
that is, cooperative internship programs with industry and research 
institutions. These can be overseas, in non-French speaking countries.

A cursory search for graduate programs in Computer Education, Computer
Science,  Information Science, Computer Engineering, Information
Studies,   Computational Sciences results in over 700 schools in the
US.

I'm not certain how competitive a program you're looking for, but you
can cross reference your results with the US News and World Report

While these may  be applied, they are not focused on providing

Can you give an example of a school's computer science program that is
theoretical, rather than applied?  I'm confused by this question.

Most of the top ranked colleges have programs in applied computer science. Only 
if you want to pursue a discipline which is currently not being offered, you 
can write to the university and find out if they are willing to offer it.

Yes, I am from the Golden Horseshoe myself, and a former co-worker
went there to study.  But it's theoretical and quite a traditional
Computer Science program.  I am looking for something that requires
almost no emphasis on mathematics, and more on telecom
policy/networking/business/data communcations.
