Russian fiance. I want to marry her and have her come live with me in
USA. What is the most hassle-free way to do this? Above all, is there
some recommended way for keeping the INS happy?

Hello and thank you for your question.

Most of the hassles arise on the Russian side, although there may be
substantial delay on the U.S. side before an interview can be
scheduled.

Here's an excellent guide, courtesy of the US Embassy in St.
Petersburg.  Rather than me copy it out in this space, please read the
following closely and be prepared to follow it to the letter:

So having passed through all the Russian-side hoops, you're now a
married couple in Russia.  Here's what's next:

Here again I'll leave you to read the site closely rather than copy it
here--notice the list of items that your bride needs to provide.

Since this is a zipped file, I've opened it for you and copied what it
says:
"The U.S. Embassy in Moscow no longer accepts direct calls from the
public on visa-related matters. All this information is provided by a
user-pays call center. This new service, operated by Direct Star in
cooperation with MTU Inform Corporation and World Teq Corporation
offers callers immediate access to a wide range of visa-related
information and the possibility to speak to live operators from 6 a.m.
to 8 p.m. Moscow time.

The initial cost of the service will be a flat rate of $ 1.65 per
minute.

The call center is accessible through the following numbers: 

Calls from Russia and other countries: (095)-258-2525. These calls
will be billed directly to the phone subscriber at $ 1.65 per minute.

From U.S.A.: 1-866-4U.S.-VISA (1-866-487-8472) or 1-877-512-0087.
Callers will pay the standard rate of $1.65 per minute.

The system will operate 24 hours a day with operators available from 6
a.m. to 8 p.m. Moscow time, Monday through Friday.
