How can I determine whether an individual is a licensed electrician in
New York State - or is it city - or is it borough or what? I have a
first name and a last name. Please do not tell me to look at some copy
of a
possibly "forged" certificate! I want to know whether this person is
REGISTERED with the appropriate agencies!

The licensing of electricians in NYC is handled by the New York City
Bureau of Electrical Control, which is part of the Licensing Division
of the New York City Department of Buildings:

Here are some excerpts from the DOB's "Frequently Asked Questions"
section that will be of interest to you:

"Q - How can I find out if there are any outstanding complaints
against licensed plumber, licensed electrician and home improvement
contractors?

A - Call DOB’s Licensing Division at 212 566-4100 for licensed
electrician, cherry picker, elevator director, elevator inspector,
stationary/portable engineer, master plumber/fire suppression, site
safety manager, master rigger, special sign hanger, welder, master
sign hanger, oil burner installer, special rigger, tower crane
climber. Call NYC Consumer Affairs at 311 for home improvement
contractors...

Q - I’d like to know if a particular individual person is licensed?

A - You can call the Licensing Division at 280 Broadway to see if a
person has a license for plumbing and fire suppression, etc. at 212
566-4100. You can call the Bureau of Electrical Control at 212
669-8672 to see if a person is a licensed electrician or you can check
online through the Building Information System.

Q - How long did a particular person have a license?

A - You can call the Licensing Division to find out how long a person
has a license at 212 566-4100 or the Bureau of Electrical Control at
212 669-8353 for an electricians license."

The BIS was not functioning when I tried it, but it's possible that
the site is undergoing weekend maintenance. If you want to investigate
the BIS, I suggest trying it tomorrow, during working hours. Your best
bet probably is to take the advice of the FAQ: telephone the Bureau of
Electrical Control at 212 669-8672 and give them the full name of the
person whose licensure you'd like to check.
