I am looking for some bandwidth management software with these following specifications: 1) Does not need to run on any specific hard ware i.e. standard PC hardware. 2) Preferably runs on Windows 2000 or XP and does not need the server flavour to run correctly. 3) Has the ability to manage the bandwidth of every workstation on the network controlling both uploads and downloads from those workstations separately . In other words the system manager would be able to state the amount of upload bandwidth and download each specific PC is allowed to use at any one time by MAC address or by groups of PCs and throttle the bandwidth if the PC uses too much. 4) Is able to throttle or block specific traffic from specific applications (p2p, etc.) specifying how much bandwidth they are able to use for uploads and downloads. E.g. the software should be able to throttle the bandwidth of a Kazaa application specifying the amount of download bandwidth it can use and the amount of upload bandwidth it can use separately. 5) The software should only run on one main server that sits on the network at the point of exit to the Internet. No other software running on workstations should be needed. 6) If the software would be able to intelligently calculate the bandwidth available going out to the Internet and so share the bandwidth fairly to all PCs on the network when they need it. E.g. a person on the network is using a p2p download program and there is only a 1 mb ADSL connection out to the internet. If this person is downloading and uploading loads of stuff the Internet will slow down dramatically for all other users. What the software needs to be able to do is dynamically throttle the bandwidth of this person when others need the Internet slowing the downloads for him dramatically and not affecting the other people visibly. 7) The software should preferably NOT cost more than $800 for a licence to manage 60 workstations.
