I would like to know which states used the winner-take-more system in
the 1984 Democratic primaries. (The system allowed candidates to win
an extra delegate in each congressional district they won. Note that
it is different from winner-take-all.)

Hi Tuck,

I've found a citation indicating the exact number of states that had
"winner take more" primaries in 1984. I'm confident that I can find
out the names of those states.  Unfortunately, it would be a fairly
substantial project that would likely require some library research.
At the current $2 price level, I'm afraid that sort of research would
not be possible.

Thanks for the help. As the research is for a project I'm working on
due relatively soon, I'm afraid it wouldn't be worth it for me to wait
much longer or go up in the price. If you could give me the
information to look it up myself however, you're welcome to the $2.00.

Okay, here's the citation:

"8. Of the 51 events that determined directly or indirectly the number
of delegates to be awarded to the Democratic candidates, 7 were
winner-take-all contests, 10 held winner-take-more events, and 34
states used rules under which the available delegates were divided
proportionally among all of the candidates, reaching a threshold
usually in the 10% to 20% range... Data on the allocation rules used
by state Democratic parties were obtained from issues of the
Congressional Quarterly Weekly Report in late 1983 and 1984 that
contained preview articles on each of the state nominating contests."

Thus, by reviewing the referenced "preview articles" in Congressional
Quarterly Weekly Report issues from late 1983 and 1984, it should be
relatively easy to determine which 10 states used "winner take more"
nominating contests.

It's just a matter of visiting a library that has back issues of
Congressional Quarterly Weekly Report or access to the electronic
version of that publication.
