I am looking to purchase a metal toilet, but am only looking to spend

Sorry to say I wasn’t able to find any online suppliers of metal
toilets at the price you specify.  The ones I found were mostly in the
$1000-1300+ range, and on up from there.  Hopefully another Researcher
may be able to locate some for you, but just in case they don’t,
here’re links to the two online retail sources I found, as well as a
link to Bradley, the most commonly used manufacturer, as well as Acorn
Engineering’s regular commercial and NeoMetro line.  Maybe you could
contact a rep and see what they might be able to offer you.
