how do I find out whos owns a specific ip address?
Specifically 12.246.200.212

Hello wolfie150-ga,

Accoring to Whois Source ( http://www.whois.sc/ ), the owner of that
IP address is AT&T WorldNet Services, and more specifically Comcast
Corporation.

Hi, thanks for that, I'm actually more interested in tracking the
specific person, and localised geographic placement, ie region,town
city etc

I had the comcast details, ping, y'know

If you can clarify beyond that I would appreciate it reatly.

I'd like to know, however, area, town ould be enough. This person is
annonymously annoying a friend, hence my desire to scare them off.

Whois Source indicates that the IP location is Galt, California,
though perhaps that is not the location of the user, but rather the
owner (AT&T / Comcast).

Comcast's privacy policy indicates that it will not generally give out
personally identifiable information (such as names and addresses)
about its users.  However, it does use this information to "detect ...
abuse of the Service".  So your friend might want to call Comcast to
make a complaint about this IP address.

Also, the policy (under "Legal Disclaimer") says that Comcast "will
disclose personally identifiable information about you [the user]
without your consent when required by law in order to comply with a
valid legal process such as a subpoena, court order, or search
warrant, for example."  So, if the harassment continues, even after
your friend contacts Comcast, I suppose that there is a possibility of
suing to make it stop.  But please note that Google Answers
Researchers cannot provide legal advice, so your friend might want to
consult a lawyer if it seems necessary for such drastic action.

According to NetWorldMap, the IP address in question is located in
Galt, California, to a 99% certainty.

You can view the information by putting the IP address into the search
box here:

Beyond that, you will need a court order to persuade the ISP to
release their customer's identity.

If your friend is being harrassed or stalked, it's highly advisable
that they print out copies of the correspondence *with full headers*
and file a complaint with local law enforcement authorities.  Trying
to "scare them off" on your own is only likely to exacerbate the
situation, and could hurt your friend's chances of pressing charges
against his/her harrasser.

According to that site, there's a 97 percent chance I'm in Plano,
Texas. That's 2,700 kilometers (1,700 miles) off.
