If I am looking for the actual text of the "New York City 1916 zoning
ordinance" as opposed to articles about this text, how would I
structure my search on google?

The first change I'd suggest in your search strategy would be a change
to this search string:

"1916 Zoning Resolution" 

Based on a quick search using your keywords, this page came up high in
the results:
http://www.ci.nyc.ny.us/html/dcp/html/zone/zonehis.html

Many times, a researcher will utilize the simplest methods to search,
like the phone or email..., I'd suggest calling the "New York City
Department of City Planning" and ask them if they have the document
posted online.
