I am looking for any articles, or papers published by Dr. Brian D.
Bontempo.  Brian received his doctorate from the Measurement,
Evaluation, and Statistical Analysis program at the University of
Chicago. While there, he studied the Rasch Model in-depth under the
tutelage of Benjamin D. Wright, Ph.D., the theory and practice of
Meta-Analysis from Larry D. Hedges, Ph.D., and the application of
Hierarchical Linear Modeling (HLM) from Anthony Bryk, Ph.D.

You say that you didn't get a response to your email, but have you
tried contacting Dr. Bontempo by calling or writing to Mountain
Measurement? Since he is listed as its "Principal Consultant," I would
think that he'd be reachable using thw contact info here:
