I am a small business maint costs, replacement, training, etc. and I
am looking for some articles on how to develop an annual (and monthly)
budget for my computers.

I hope to find an easy to read web site to answer these questions: 
1) What are some budgetary guidelines for small business computers.  
2) I have one server and 10 computers, how much on a "per month" basis
should I plan to spend over a year?
3) How do I know when to upgrade and when to maintain?
4) What surprises can I prevent
5) Data recovery - Are there better alternatives to tape back-ups?  

Ideally, I'd like to find a few short articles on one web site that
can  answer these questions.
