I have done alot of volunteer work with a certain NGO in Croatia and Bosnia
and Kosovo.  But I had to pay my own way.  Loved the work but not the
pay.  I have searched the web to try and find an NGO that is currently
working in the Bulkan area that pays. I have a wide variety of work experience
including returning refugees back to thier home's help set a a rec
center for kids and a variety of logistic jobs.  I currently work with
kids as After School Care Dir.  (willing to pay more for answer wasn't
real sure how to price this one)

There are several sites that list vacancies in the NGO and humanitarian sector. 

Reliefweb <http://www.reliefweb.int/vacancies/> lists currently: 
- 3 vacancies in Croatia (all for Hulla & Co. Human Dynamics KG)
- 4 vacancies in Serbia and Montenegro (for various organisations: UN,
EU, Mercy Corps)
- 5 vacancies in what the advertisers called "Yugoslavia"
