I'm looking for Virginia State Title Reassignment form (used car sale)
in fillable pdf format. I'm also searching for general "Bill of
material" and "Odometer discloser statement" for Virginia State, again
this is concerning used car selling as Independent Dealer. I'm NOT
looking for "Dealer Finance Management" software.

You might want to split this into more than one question.  I have
found one answer for sure, concerning the odometer statement.  I might
have another answer, since I have found forms on the authority to
assign a title and for procurement of a title.  (Are these the forms
you are looking for?)  But I have not found the "bill of material". 
It is possible that another Researcher will find that answer, but not
the ones that I found.  That is why I suggest that you split your
question, so that one Researcher can answer one part while another can
answer a different part.

initial request for clarification.  I have found forms on the
