I don't know that this will be any simpler than
unplugging and re-plugging the cable, but you
might see if your USB device is listed under
Device Manager:
Go to Start -> Settings -> Control Panel ->
System Properties, and click on the Hardware
Tab and then on the Device Manager button.
If the device is listed, you could try right
clicking, disabling and then re-enabling it.
If it's not listed, and normally is, you could
go to the menu at the top and click on Action
-> 'Scan for Hardware changes', and see if that
causes it to show up.
Or, it may be that the device will be listed
under the 'Power' tab when you right-click on
'USB Root Hub' in the Device Manager Window
and select 'Properties'. If it's not listed,
try clicking the 'Refresh' button on that page
and see if it shows up under 'Devices on this
hub' (I'm assuming your Operating System is
Windows 2000 or XP).
If none of that helps, you could try right
clicking the 'USB Root Hub' in Device Manager
and disabling and then re-enabling it.
Then see if it shows up on the 'Power' tab,
as above.
